When Korea signed the Artemis Accords in 2021, it was a diplomatic gesture. Last week it became an engineering assignment.
NASA flew its moon base program manager and core architecture team to Seoul for the first dedicated bilateral workshop with KASA. They set a 90-day deadline to define what Korea will actually build for humanity's first permanent lunar outpost. The program: $30 billion, 79 launches, a nuclear-powered base on Shackleton Crater's rim by 2036. A Korean radiation instrument is already flying toward the lunar surface on an Intuitive Machines lander. The hardware domains on the table: landers, communications systems, mobility platforms, science equipment, and cargo containers.
This is not a new interest. KASA's 2026 budget is 1.12 trillion won, up 16% from last year, with a 2027 target of 1.5 trillion won. Korea's stated goal is to grow its share of the global space economy from 0.7% today to 3% by 2035. KASA's administrator said it plainly: space is poised to become Korea's next big bet after chips.
Apollo was a US national sprint. The moon base is a distributed industrial alliance. Japan has the pressurized lunar rover. Italy is building habitat modules. When NASA assigns Korea a role in a program this size, they are betting on Korean manufacturing precision, systems integration, and the track record to follow through over a decade.
Korea is already building in the United States. In 2025, Korea committed $2.2 billion in US greenfield projects, second-largest Asia-Pacific investor. Samsung Heavy Industries and a Korean consortium are building a $2.9 billion liquefied natural gas facility off the Louisiana coast.
My intuition says the trajectory from Korean semiconductors to Korean moon hardware is one continuous story. The companies that understand both ends of it, and the US-Korea industrial alliance behind it, will make better decisions about where to plant their next flag.
